Information for Building Contractors
Building Contractors and sub-contractors - management of site and environment during building operations
National Environmental Management Act, No. 107 of 1998; Section 23: Duty of care and remediation of environmental damage. The City might require a 'Construction Phase Environmental Management Plan' as well as the lodging of financial guarantees to ensure preservation of vegetation and other natural and physical elements. The Act also regulates and restricts certain activites within 100 meters of the sea and requires authorisation from the Department of Environmental Affairs and Development Planning.
Bungalows are nestled closely together so any construction or maintenance work will impact on neighbours and the public. Contractors are kindly asked to respect the privacy of neighbouring properties to ensure that visitors to the beach are not inconbenienced by building operations. We understand the difficulties where there is no road access and the site is only accessible by narrow public pathway. Please do not clog pathways and public areas with wheelbarrows, building materials, rubble, equipment and scaffolding - the public are entitled to a safe pathway without obstructions. Site managers are encouraged to work closely with neighbours and inform them of any activity which may cause temporay inconvenience. Workers should wear company branded clothing.
Protection of Surrounding Fynbos and Privacy of Neighbouring Properties
A contractor must screen the building site with 1.5m high 40% green / blue shade cloth. The shade cloth must be properly fixed to wooden frames, 1.5 x 3.0m (max). The frames must be fixed to wooden / steel poles which should be firmly anchored to withstand strong winds.
Contractor's Responsibility
Contractors are at all times responsible for their sub-contractos and employees, guests, invitees and agents. The Contrator is also responsible for any person making deliveries to site. Any damages caused by his own employees, sub-contractors employed by him or vehicles delivering materials to his site, will make him liable for any damages that may be done to private property or public areas - pathways, parking area, public open spaces, vegetation, fencing and so forth.
Storage of Building Materials
The Contractor must get permission from The City for the use and rental of a parking bay or other space prior to commencement of building operations. Materials may not be stored on any surrounding areas or the road surface area. Storage sties must be screened with a 1.5m green or blue shade cloth, properly secured.
Storage Sheds / Huts
No raw galvanised iron huts or roofs are allowed on site. The Contractor must make use of containers for offices and stores. These should be painted in an earth tone colour - white is not permitted.
Signboards
A Contractor's signboard must be erected on the building site at the Contractor's cost. No signboards of any kind are allowed on Victoria Road and any sign must be below the level of the road.
Litter / Waste Material
All soil, rocks, spoil material, rubble and litter must be removed and whilst awaiting collection, must be stored in the site allocated by The City for storage purposes - not on the pavement or public open space. The Contractor is expected to practice good housekeeping by keeping the appearance of his building site neat and tidy at all times.
General Control
Contractors must ensure that the road in front of their building site is AT ALL TIMES swept clean. This is to minimise damage and protect the road surface. Contractors must ensure that pathways are adequately protected from damage by building operations.
Scaffolding materials must be stored in an orderly fashion, within the bounds of the site. The Owner will be held financially and legally responsible for damage to road surfaces and paths caused by his Contractor. Any damages must be repaired.
